The UAE redefines government services through artificial intelligence

Advanced sciences, led by artificial intelligence technologies, have become the backbone of national progress and a decisive factor in shaping future sovereignty. Nations that lead this technological transformation are, without doubt, the ones that will hold the keys to tomorrow.

Guided by its forward-looking leadership, the United Arab Emirates continues to position itself at the forefront of global governments in the optimal deployment of agentic artificial intelligence — a new generation of AI systems capable of autonomous decision support and execution.

This journey builds on a national vision that began in 2017 with the launch of the UAE Artificial Intelligence Strategy and the appointment of the world’s first Minister of State for Artificial Intelligence. Today, the UAE stands among the highest adopters of AI technologies globally, with adoption rates reaching 70 per cent.

In line with this ambitious trajectory, and under the directives of His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the UAE, and the guidance of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, the Cabinet has established a strategic framework for a comprehensive national transformation.

The initiative aims to integrate agentic AI into 50 per cent of government services and operations. This is not merely a technological upgrade, but a fundamental redefinition of government work globally — one that expands human capacity for creativity, innovation, and high-value decision-making.

The plan also includes the launch of one of the largest government training programmes of its kind, equipping 80,000 employees — from ministers and senior executives to newly joined staff — with the skills required to operate effectively in this new digital era.

His Highness Sheikh Mohammed bin Rashid Al Maktoum has consistently emphasised that government transformation is not an endpoint, but an ongoing journey of renewal, efficiency, and excellence, ensuring that public service remains future-ready and globally competitive.

Within this national framework, Dubai Civil Defence has moved in parallel with the federal vision, actively integrating intelligent systems to enhance operational readiness and public safety capabilities.

Artificial intelligence now enables earlier risk detection, more precise analysis of large-scale data, and faster emergency response times — all of which contribute to higher standards of public safety and stronger global performance indicators in emergency preparedness.

As part of this commitment, we have launched qualitative initiatives fully powered by AI solutions. At the forefront is the “Civil Defence Readiness” programme, which delivers proactive, AI-driven public awareness services designed to educate and protect communities.

In addition, the “Billion Readiness” initiative aims to raise awareness of fire risks among one billion people worldwide, achieving more than 50 per cent of this global humanitarian target and reaffirming our commitment to leveraging advanced science to safeguard lives and property.

Through these efforts, we continue to strengthen the UAE’s position as one of the safest and most future-ready nations in the world, where innovation is not only a driver of progress but a core pillar of national security and human protection.
